Recent years, our government has been very active in improving our environmental sanitation, the results are apparent. But, throwing garbage, ignore environmental cleanliness and visual quality are still common among our citizens, therefore, obstacles related to environmental sanitation and city appearance are remaining unsolved. Consequently, EPA hopes as the result of proposing this “Environmental Sanitation and Esthetic Quality Law” (hereinafter called ESEQ law). We can actively establish a comprehensive mechanism in managing and maintaining our environmental sanitation and esthetic quality. The major purposes of the project are to assist EPA to conduct ESEQ law related planning, evaluation and installation works. The contract period of this project started in February of 2010, and will be finished before the end of December of the same year. The major accomplishments of this project include as follows: (1)After collecting and reviewing foreign (US, England, Germany, Switzerland, Japan and Singapore) and domestic information related to the existing management status, rules and regulations and operational mechanism and related plan have been proposed. (2)ESEQ law’s drafting rules and regulations have been proposed. This rules and regulations includes20 items, the contents are limited to the detailness, technical and procedural aspects of the law. (3)Ten drafted criteria/methods/standards related to the ESEQ law have been proposed. (4) Collect laws related to the ESEQ law. Emphasize has been made in analyzing the match, overlap or conflict between these related laws and ESEQ law, The revisions of these related laws are also proposed. (5)Related government agencies, NGOs, academic units, opinion leads and related bodies are all invited to participate at seven related meetings held at north, central and south part of Taiwan. All their opinion have been collected, and feed back into the contents of rules and regulation and related criteria/methods/standards. A proposed revision of ESEQ law has also been included for EPA’s information.
